As part of the plan, the OpenPOWER Foundation, established in 2013, will be managed by the Linux Foundation. After the establishment of the OpenPower Foundation, IBM began to license the use of the POWER architecture to third-party companies. Now, the POWER architecture will be free of authorization and patent fees, and third-party hardware vendors will be free to integrate it into their own products. IBM also denies that it will gradually withdraw from POWER development, saying it will continue to invest in POWER.
